Fier Prosecution Office Files Charges Against Doctor for Two Criminal Offenses as He Redirected Patients from the Public Hospital to Private Hospitals for Monetary Gains
Fier Prosecution Office has registered criminal case no. 929, dated 01.07.2025, concerning "Abuse of Office” and "Passive Corruption of Persons Exercising Public Functions," as stipulated in Articles 248 and 259 of the Criminal Code. This case was initiated based on preliminary information that the individual, G.T., who held the position of a radiologist a the Regional Hospital in Fier, had been involved in corrupt activities with patients receiving services at this hospital.
Additionally, it was suspected that during working hours, while he was required to provide services at the public hospital, the doctor left his post and failed to offer medical services there. Instead, he provided medical services at the private hospital 'A' and the private clinic 'I M,' both located near the public hospital.
After registering the criminal case, proactive investigative measures were authorized, including surveillance in public areas and simulated actions to uncover the criminal conduct. Through these simulated actions and investigative actions, corrupt activities were documented, revealing elements of the criminal offense 'abuse of office' under Articles 248 and 259, paragraph 1 of the Criminal Code. The corruptive actions, involving the receipt of an improper benefit, were documented through simulated operations authorized by the prosecutor on two separate occasions: October 29, 2025, and October 31, 2025. Additionally, his failure to properly fulfill his official duties was corroborated by the surveillance reports and other simulated actions, all of which were documented in the official minutes and observations.
After several months of investigative actions using special investigative methods and documenting episodes of the receipt of monetary sums as improper benefits, the suspect, G.T., was caught in the act. During the personal and residence searches, banknotes given during a prosecutor-authorized simulated operation were found. The total amount of money found during the personal search, which was seized as evidence, amounted to 27,800 lek (twenty-seven thousand eight hundred).
Furthermore, a search of the suspect G.T.'s residence was conducted under flagrante conditions. During this search, a substantial amount of money, both in foreign currency and ALL, was discovered. Specifically, the following were found and seized as evidence:
• 39,155 Euros,
• 1,857,000 ALL,
• 2,370 Paund,
• 75 Dollars, and
• 10 Swiss Francs.
The Prosecution Office sought the imposition of the personal security measure 'Remand in Custody,' as provided for in Article 238 of the Criminal Procedure Code, following the suspect's arrest on charges of 'Abuse of Office' and 'Passive Corruption of Persons Exercising Public Functions' as stipulated in Articles 248 and 259, paragraph 1 of the Criminal Code.
Fier District Court, by decision dated 03.11.2025, upheld the legality of the arrest and imposed the alternative personal security measure of 'House Arrest,' as stipulated in Article 237 of the Criminal Procedure Code.
