Tirana, 30 September 2020. The General Prosecutor, Mr. Olsian Çela and the General Director of the State Police Mr. Ardi Veliu signed the Memorandum of Understanding aiming at improving the coordination on handling the reporting documents mainly in connection with the accusing victims. 
Both institutions are committed through the memorandum to cooperate in order to improve the procedures of claims, which are object of this memorandum. 

The Agreement follows the identification of many problems encountered in the implementation of the article 59 of the Criminal Procedure Code, with regard to accusing victim as well as in other referrals of Judicial Police that do not contain elements of criminal acts. 
The General Prosecutor’s Office and the State Police will coordinate their activity through issuing of instructions that would avoid procrastination caused by the current practice in handling cases. 
The Agreement determines special instruments that will decrease the number of claims sent from the Police to prosecution regarding some criminal acts for which the Criminal Code envisages the right of the victim to address the court directly. 
This will increase the work efficiency in both institutions and will improve significantly the quality of the service for the citizens.
