Korça Prosecution Office Investigates Inspector for 'Abuse of Office' After Failure to Document the Incident Leading to Citizen E.P.'s Death

Korça Prosecution Office is investigating A.L. suspected of the criminal offense of 'Abuse of Office' as stipulated in Article 248 of the Criminal Code.
A.L., who served as an Inspector in the General Patrol Service, is found to have failed taking measures in documenting or reporting the cause of citizen E.P.'s death, on August 10, 2024, in Pogradec.

On August 10, 2024, around 7:00 PM, information was provided about an individual found unconscious near 'Axhencia' area at the roundabout in neighborhood No. 2 in Pogradec. Local police identified the citizen E.P., who then was taken to the hospital but was pronounced dead upon arrival. 
The witnesses V.Sh., A.B., A.Sh., R.B., L.G., A.M., and D.M. have been interviewed regarding the incident. 
The citizen A.B., who accompanied the victim to the hospital, declared that he overheard Inspector A.L. on the phone, stating that the individual was drunk and had fallen.

Citizen A.B. has told the inspector that his cousin (the victim) had been struck, but the inspector dismissed him, saying 'just go away.'
The above said preliminary investigative actions conducted, as part of a thorough and comprehensive investigation into this criminal case, have established a reasonable suspicion based on evidence that citizen A.L. has committed the offense of 'Abuse of Office' under Article 248 of the Criminal Code. This suspicion stems from the fact that A.L., as an Inspector in the General Patrol Service, failed to take any action to document or address the cause of the victim’s death, despite being informed of the situation by eyewitness A.B

It has also been substantiated that the on-duty prosecutor was informed in advance by the Operations Room about an intoxicated individual, approximately 37 years old, who had fallen and subsequently died at Pogradec Regional Hospital.
Given these circumstances, the above mentioned citizen is held criminally responsible for the suspected offense, due to his failure to adequately document the incident.
