Caught red-handed taking bribes, the Tirana Prosecutor's Office monitored the 'Eagles' patrol with special investigation methods
On 10.05.2023, based on the investigative materials received from AMP, the Tirana Regional Directorate, the Prosecutor's Office at the Court of First Instance of the General Jurisdiction of Tirana, started investigations for the criminal offences provided for by Articles 248 and 259-25 of the Criminal Code.
From the reference acts, it is informed that the Police Surveillance Agency, in fulfillment of the object of its activity, defined in Law No. 128/2021 "On the Police Surveillance Agency" with the purpose of prevention, detection as well as investigation of criminal offences and violations of the law, committed by the employees of the structures during the exercise of their duty and because of it, had subsequently administered operational data under the charge of some police officers, effective in the Special Force Sector "Shqiponja", in the Directorate of the Tirana Police, such data that implicate them in illegal activity fulfilling the elements of the criminal offence of "Abuse of duty" and "Passive corruption of persons exercising public functions", in cooperation, provided by Articles 248 and 259 and 25 of the Criminal Code.
On the part of this structure, upon the authorization of the prosecutor and the decision of the Court, surveillance has been carried out in public areas and service reports have been kept, accompanied by special methods of investigation, to monitor the activity of the patrols of the Special Force "Shqiponja", in certain places where there have been cases of abuse of office.
On 28.05.2023, from performing simulation actions with AMP agents, one of the "Shqiponja" police officers asked and received from the infiltrated agent, an amount of 100 (one hundred) euros in the form of a bribe to allow them to continue their journey, unpunished and unchecked.
During the immediate intervention of the Judicial Police Officers, the arrest in flangrance of two "Shqiponja" police officers, A. Ç. and H. Xh., was enabled.
During the physical check of the citizen A.Ç., at the moment he took off his red service vest, a 100 EURO banknote fell to the ground from inside it.
The work continues for the full identification and documentation of the case, as well as the detention of other effective or auxiliary persons involved in corrupt activities.
