Durrës Prosecution Office’s reaction on the progress of investigations into the “Causing suicide' of the citizen B.L."

The Prosecution Office at Durres First Instance Court of General Jurisdiction, on January 5, 2024, filed the criminal case No. 26 of 2024 regarding the criminal offense “Causing Suicide' as provided for in Article 99 of the Criminal Code. This follows the notification received on January 2, 2024, at the Operational Room of Manzë Police Station, Durrës, stating that the citizen B.L., in her residence, had ingested Phostoxin. She was urgently transported by her relatives, first to the Regional Hospital in Durrës and then to Tirana Central Hospital."

Following the information provided, a thorough examination of the family's dwelling, where the deceased resided, has been carried out. On the first floor of the residence, a plastic bottle containing water and several capsules with cylindrical tubes suspected to contain Phostoxin are discovered and it is believed to have been consumed by the deceased. Despite being hospitalized near the University Hospital Center (UHC) 'Mother Teresa' in Tirana and receiving medical care, on January 3, 2024, the citizen B.L. passed away due to health complications.

Immediately thereafter, this investigative material was filed as a criminal proceeding and investigative actions were conducted by the judicial police, under the supervision of the prosecution. Based on these actions, the apprehension of the suspect Xh.L. was executed for  committing criminal acts of “Causing Suicide' against the citizen B.L., as provided for in Article 99 of the Criminal Code; “Manufacture and illegal possession of firearms and ammunition' were filed, committed through the possession of weapons in the residence, as outlined in Article 278/4 of the Criminal Code; “Manufacture and illegal possession of firearms and ammunition” committed through the possession of war ammunition, as stipulated by Article 278/3 of the Criminal Code.
Based on statements gathered from the deceased's family members, scrutiny of mobile phones, and additional investigative measures, there are compelling suspicions, substantiated by evidence, that the detained individual subjected the deceased to both physical and psychological abuse. This systematic mistreatment is believed to have played a role in the tragic outcome of the deceased taking her own life." 
Additionally, based on this dynamic process of revealing the criminal fact, on January 6, 2024, the residence of the Loka family was inspected. The search revealed that 'in the chicken coop on the southern side of the house..., an automatic firearm 'PPS' with a holster, without bullets, regular movable parts, and regular hammer, with the serial number '89-0579 was found wrapped in a towel. Furthermore, '114 rounds of ammunition, model '54, caliber 7.62mm, and 4 rounds of ammunition, model '56, caliber 7.62mm' were found in this location. After being seized as material evidence, they were sent to the Forensic Police Institute in Tirana for technical ballistic examination.

In light of the above, Durres Prosecution Office has sought the validation as legitimate the detention of this citizen and the imposition of the personal security measure “Remand in custody' as stipulated by Article 238 of the Criminal Procedure Code.
Regarding the denouncement of the deceased B.L., it appears that a criminal proceeding has been filed for the criminal offense of “Computer falsification” as stipulated by Article 186/a of the Criminal Code, and investigations regarding this are ongoing.
