Press Release

The Prosecution Office at Elbasan Court of First Instance Court of the General Jurisdiction has concluded the preliminary investigations and has submitted to Elbasan District Court the request for judgement of the criminal case No. 523, dated 2023, against minors in conflict with the law:

1. E.K.    Accused for the murder of the minor victim F.B, a criminal act as stipulated in Article 79/a - 25 of the Criminal Code "Murder committed under other qualifying circumstances," committed in complicity. Also, for the criminal act against the minor M.L as stipulated in Article 79/a, 25-22 of the Criminal Code "Murder under other qualifying circumstances," committed in complicity and remaining in attempt, as well as for the criminal act against the minor Q.H., without health consequences as stipulated in Article 79 /a - 25-22 of the criminal code  "Murder under other qualifying circumstances," committed in complicity and remaining in attempt.

2. S.M.    Accused for - the murder of the minor victim F.B, a criminal act as stipulated in Article 79/a - 25 of the Criminal Code "Murder committed under other qualifying circumstances," committed in complicity; - the criminal act against the minor M.L as stipulated in Article 79/a, 25-22 of the Criminal Code "Murder under other qualifying circumstances," committed in complicity and remaining in attempt; - the criminal act against the minor Q.H., without health consequences as stipulated in Article 79 /a - 25-22 of the criminal code  "Murder under other qualifying circumstances," committed in complicity and remaining in attempt  as well as for the "Illegal Manufacture, carrying, purchase or sale of cold weapons," in the form of unauthorized possession of brass knuckles, in public places as stipulated in Article 279/2 of the Criminal Code.

3. O.Ç    Accused for - the murder of the minor victim F.B, a criminal act as stipulated in Article 79/a - 25 of the Criminal Code "Murder committed under other qualifying circumstances," committed in complicity; - the criminal act against the minor M.L as stipulated in Article 79/a, 25-22 of the Criminal Code "Murder under other qualifying circumstances," committed in complicity and remaining in attempt; - the criminal act against the minor Q.H., without health consequences as stipulated in Article 79 /a - 25-22 of the criminal code  "Murder under other qualifying circumstances," committed in complicity and remaining in attempt  as well as for the "Illegal Manufacture, carrying, purchase or sale of cold weapons," in the form of unauthorized possession of brass knuckles, in public places as stipulated in Article 279/2 of the Criminal Code.

4. Xh.Ç.    Accused for - the murder of the minor victim F.B, a criminal act as stipulated in Article 79/a - 25 of the Criminal Code "Murder committed under other qualifying circumstances," committed in complicity; - the criminal act against the minor M.L as stipulated in Article 79/a, 25-22 of the Criminal Code "Murder under other qualifying circumstances," committed in complicity and remaining in attempt; - the criminal act against the minor Q.H., without health consequences as stipulated in Article 79 /a - 25-22 of the criminal code  "Murder under other qualifying circumstances," committed in complicity and remaining in attempt,  as well as for the "Illegal Manufacture, carrying, purchase or sale of cold weapons," in the form of unauthorized possession of brass knuckles, in public places as stipulated in Article 279/2 of the Criminal Code.

The details of the investigation pertain to an incident on May 16, 2023, at 13:30, when a report was received from the Operational Room of Gramsh Police Commissariat, concerning an individual injured by sharp objects in the neighborhood "Sporti 2, of Gramsh. The injured was promptly transported to Gramsh Hospital. Police services were swiftly dispatched to verify the information.

Concurrently, police services have been dispatched to Gramsh Hospital, where it was learned that the injured, citizen F.B, around 15 years old, had passed away. Meanwhile, the  suspected  perpetrators, who were minors, had moved towards the pedestrian road of the city, heading towards Devoll River. The services of Gramsh Police Commissariat have been in pursuit of the suspected perpetrators, where they arrested them in flagrante delicto in "Holtas" neighborhood, near the former Polygon Construction, and subsequently escorted them to the premises of Gramsh Police Commissariat.

The minors in conflict with the law have been investigated under the security measure "Remand in custody" as provided for in Article 238 of the Criminal Procedure Code. The investigations regarding this criminal proceeding were conducted in collaboration with the judicial police of Elbasan Police Directorate.
