Following the investigations of Tirana Prosecution Office, Dr. A.X. from the Academy of Security has been arrested on charges of misusing the attributes associated with his duty
Today, on December 14, 2023, the Police Supervising Agency executed Decision No. 2943 dated December 13, 2023, of Tirana District Court of First Instance, regarding the imposition of the security measure of "Remand in custody" for the citizen A.X., a doctor at the Tirana Academy of Security. The charges include " Passive corruption by persons that exercise public functions " and "Forgery of health documents," as provided for in Articles 259/1188/2 of the Criminal Code.
His arrest followed a several-month-long investigation with special methods conducted by the Investigation Directorate, under the direction of Tirana Prosecution Office. The unlawful activities of Dr. A.X. were documented during this investigation. He, abusing the attributes given to him by his position, issued fictitious medical reports for cadets and students of the Academy of Security in exchange for illicit profits.
In the course of conducted investigations, approximately 45 cases of corruptive interaction between Dr. A.X. and the students/cadets were documented. To justify their absence in the educational process, students fictitiously secured medical reports by providing monetary compensation ranging from ALL 1000 to ALL 2000.
It was also proven that the arrested doctor falsified medical reports by issuing them to students in advance and providing them to third parties without being present or examined by him as a doctor.
The preliminary investigation data were particularly considered due to the circumstances of the case, consequences, and the dangerousness of the criminal act, where the cadets, who are intended to go into the field and ensure law enforcement, are educated in the opposite direction from the very beginning of their professional development. The Academy of Security is the place where young officers of the State Police are trained, and they will soon face various forms of crime, thus being the guarantors of law enforcement.
In light of the aforementioned, investigations are ongoing under the auspices of the Prosecution Office at Tirana Court of First Instance of the General Jurisdiction.
