Inter-institutional cooperation between the General Prosecutor's Office and the Special Prosecutor's Office

Tirana, 15 December 2020. The General Prosecutor Mr. Olsian Çela and the Head of the Special Prosecution against Organized Crime and Corruption, Mr. Arben Kraja formalized the institutional coordination through signing the act "For the efficiency increase and the unification of some administrative and functional inter-institutional activities while respecting the characteristics and institutional competencies provided by law."

Both institutions are engaged to establish direct communications for the exchange of information and data, for initiating proposals for legal changes or issuing general instructions in the framework of fulfilling inter-institutional obligations inside and outside the country, implementing SAC recommendations, ICRG / FATF action plan or other commitments in these areas, with regard to EU integration, etc.

The signed document enacts the cooperation in order to ensure the effectiveness of the investigation by emphasizing proactive investigations as well as coordinating the representation of the prosecution in the High Court, while guaranteeing simultaneously appropriate legal process and the rights of the subjects of criminal proceedings.

The parties consider that the cooperation between the General Prosecutor's Office and the Special Prosecution on the central level and on the judicial district level, primarily in the exchange of information and procedural acts since the initial stages of the investigation and through a focused approach via permanent contacts and communications, as well as speeding up investigations, their efficiency and cracking down on criminal assets, will generally bring significant results in the fight against crime, thus increasing public confidence in the prosecution.
