Prosecutor-policeman, analysis extended to strengthen the fight against crime and corruption

General Prosecution Office and State Police develop extended analysis on the concrete results of cooperation and improving of the problems on the ground. The General Prosecutor, Mr. Adriatik Llalla and the Minister of Interior, Mr. Saimir Tahiri: "There is the will and capacity to continue the joint fight against crime and corruption".

The General Prosecutor, Mr. Llala Adriatik and the Minister of Interior, Mr. Saimir Tahiri, headed the joint analysis between the director of judicial districts Prosecution Offices and the director of Regional Police, at a meeting held in the institution of the General Prosecution Office, on Friday (November 21,2014).
During the discussions it was evaluated the current cooperation between the investigative structures, as well as there were presented technical problems, for which it is necessary to take measures at central and local levels.

The General Prosecutor and the Minister of Interior highlighted that there is a common will to work in the fight against crime and corruption. In this regard, two senior officials assessed that even the fact that there are discussed openly the concrete issues, is a positive sign that between institutions is a constructive spirit of cooperation and the capacity to find solutions.

According to the coordination of investigative work, the Director of Investigation at the General Prosecution Office, Mr. Adnan Jolie and Director General of Police, Mr. Artan Didi, presented the current situation, where it was emphasised the concrete results so far, as well as the need for further improvement of cooperation, especially at the local level.

The General Prosecutor, Mr. Adriatik Llalla, in the opening speech of the meeting-analysis, said:
"In May 2014, the Prosecution Office of Albania and the State Police established a communication standard, which has provided concrete and significant results in the fight against crime and corruption. At that meeting we decided jointly to develop periodic analysis at central and local levels. This mutual commitment is accompanied by successful actions and investigations. Obviously, an important place has the police interventions and investigations in the area of Lazarat and Dukagjini, against the cultivation and trafficking of narcotics. Also, there have been other cases, which are apprised not only by domestic factors, but also by international partners.

Meanwhile, we are all convinced that the fight against crime is vernacular, requires serious commitment and continuous cooperation. At the central level, periodic discussion and analysis are intensively on issues of a national importance, as well as to strengthen the cooperation mechanisms with the Minister of Interior and the Director General of Police. The activity of our institutions is dynamic, which means that the problems exist. But, what is positive is that there is a willingness to face problems together and to find the best solutions for our work and citizens. We have discussed with the Minister of Interior and the Director General of Police various issues at a basic level, which need guidance from central structures.

State police, in some districts, raises the concerns that not in every case was delegated to investigate matters that are referred by them. Meanwhile, prosecutors raised the concern that there are frequent movement of judicial police officers charged with investigating of various cases, which affects the speed and quality of investigative actions. For problems of this nature, but also other everyday issues, such as lack of auto-technician experts or movement of crime laboratory, it is agreed at the central level to be resolved within an acceptable framework. Prosecution Office and State Police are the key links in the fight against crime and therefore, it is very important to have understanding and cooperation.

This spirit of cooperation is necessary to prevail in every in every region and district of Albania between our two structures. This is the main purpose of this meeting. It must be admitted that between the Prosecution Office and the Police is an intensive communication, which has not been at this level years ago. So, all of us have to recognize this as a positive value to raise the standard of cooperation. Believing that I am expressing also the opinion of the Minister of Interior and the Director General of Police, I am convinced that the strengthening of the spirit of cooperation is crucial toward the success in the continuation of our work."
