Reaction on the criminal proceedings against the persons under investigation for the incident in Kruja

Taking into account the great sensitivity of public opinion for the incident of 08 July 2023 in Kruja, as well as the numerous publications in the media regarding this case, the Tirana Prosecutor's Office wishes to inform that:

On 08.07.2023, the Prosecutor's Office of the Judicial District of Tirana registered criminal proceedings No. 5335, in charge of the persons under investigation I.Rr., A.Rr., E.K., P.Rr., Xh.Rr., F. Rr., R. Rr., K. Rr. and E.M. for the criminal offense of "Deliberate serious injury" in cooperation, provided by Articles 88/1 and 25 of the Criminal Code. The persons under investigation in question, at noon on 06.07.2023, attacked with strong means the citizens of J.M. and B.M.

Through the data and conclusions of the forensic expertise act 1620, dated 24.07.2023, it was found that on the body of citizen J.M., there was a wound on the scalp as well as there were cuts on the soft tissues of the head and body, damage caused by a strong tool, that were not dangerous to life at the time of the occurrence and as such fall into the category of those injuries that have resulted in a loss of temporary ability to work, to the extent of more than nine days. 

While through the data and conclusions of the forensic expertise act 1621, dated 24.07.2023, it was found that in the body of citizen B.M., there was found a fracture of the frontal-parietal bone of the right side of the head, without damage to the brain tissue, there were wounds on the scalp, a fracture of the ulnar bone of the left forearm as well as a collapse of the soft tissues of the head and body, injuries caused by a hard tool, which were not life-threatening at the time of infliction and as such are included in the category of those injuries, which have resulted in a loss of temporary ability to work, to the extent of more than nine days.

Based on the medical criterion, provided for in the law, the injuries to citizens J.M. and B.M., classify the criminal offense committed against them as "Intentional slight injury", provided by Article 89 of the Criminal Code.

The persons under investigation, F.Rr. and Xh.Rr., involved in the incident, also had in their hands items that looked like pistol-type weapons, which they used as tools to threaten the victims B.M. and J.M., pointing at them, but also to hit them in different parts of the body. It seems that the elements of the criminal offense of "Intimidation", provided for by Article 84 of the Criminal Code, have also been consumed.

On the part of the prosecution, the performance of other procedural actions in relation to the criminal proceedings against these citizens continues.
