Shkodra Prosecution Office carried out one year of investigations for 13 police officers suspected to have favored the cultivators of narcotic plants

The Prosecutor's Office at the Court of First Instance, Shkodër, after an in-depth and complex investigation, within the framework of criminal proceedings no. 951, dated 6 July 2022, has requested the determing of personal security measures for 13 persons, police officers of this city:

- The prosecutor's office requested the security measure  of "House Arrest" for the citizens P.Sh. former chief of the section for the investigation of crimes in the Local Police Directorate, Shkodër, as a person suspected of committing the criminal offense of "Abuse of duty" committed in collaboration, provided for by Article 248 and 25 of the Criminal Code as well as "Supporting the author after the crime ”, provided for by Article 302 of the Criminal Code and for the citizen T.K., Specialist Assistant of Community Policing at the Police Station of Shkodër as a person suspected of committing the criminal offense of “Abuse of duty” committed in cooperation, provided for by Articles 248 and 25 of the Criminal Code;

- "Prohibition of exiting the country", provided by Article 233 of the Code of Criminal Procedure and "Suspension of the exercise of a duty or public service" provided by Article 242 of the Code of Criminal Procedure for the citizens H.K. Deputy Director of the Local Police Directorate , Shkodër, A.Sh., Former Head of the Shkodër Police Station, D.Gj. Deputy Head of the Shkodër Police Station, A.D., Head of the Investigation Section at the AMP, Shkodër-Lezhë, I.H., Head of Community Policing at the Shkodër Police Station and A.M., Order Specialist Assistant at the Shkodër police station as suspected persons for the commission of the criminal offense of "Abuse of duty" committed in collaboration, provided by article 248 and 25 of the Criminal Code;

- "Suspension of the exercise of a duty or public service" provided by Article 242 of the Code of Criminal Procedure for citizens of V.N., G.G., N.B., S.P. and A.C., with the function of Community Policing Specialists at the Police Station, Shkodër as persons suspected of committing the criminal offense "Abuse of duty" committed in cooperation, provided for by Articles 248 and 25 of the Criminal Code.

These citizens, contrary to the law and abusing their duty, not only did not take measures to prevent the cultivation of narcotic plants in the area of Shkodra, but are suspected of repeatedly favouring the growers of narcotic plants by allowing the latter to create a well-organized structure for a long time for the cultivation of a very large amount of narcotic plants in 3 villages of the “Ana e Mali” administrative unit.
In addition, the police officers are suspected of having cooperated with the growers by providing them with information about the interventions that the police officers would make in the area, in order to take measures to remove the plants in time and remove the employees from the place of the event as well.
They have deliberately avoided control at the coordinates correctly reflected in the information of other law enforcement agencies by diverting the control of the territory in the area where the cultivation of narcotic plants was carried out in order to give time to the cultivators to remove as many narcotic plants as possible , justifying themselves with the fact that they could not catch the Internet waves and therefore could not find the coordinates.

On 17 June 2022, the police forces, in implementation of the plan of measures under the direction of the Former Head of Crime P.Sh., exercised control first in the village of Vallas and then in other villages close to it that belong to the administrative unit of Ana e Malit. In the coordinates given to them repeatedly according to the administered information, the coordinates that they actually found in about 45 minutes from the moment they left for the scene, they found entire plots planted with narcotic plants, abandoned dwellings filled with dried narcotics, as well as facilities adapted for work and sleeping for about 80 female employees, who, considering the personal belongings left there as well as food, had been working and had left urgently due to the intervention of the police .
At the scene of the event, the citizen A.P. appeared, who admitted that the plots belonged to him, but despite this fact, the police officers suspected that the conditions were created for him to leave the scene, deliberately not following the basic rules of the police officers’ work for neutralizing the perpetrator of the criminal offense at the scene.

Investigations within the framework of this criminal proceeding continue until the event is fully clarified and all the evidence for the benefit of the investigation is collected.
