“In the framework of the electoral process, the General Prosecutor and the prosecution’ offices of the general jurisdiction have taken a series of administrative and procedural measures for the pre and post-election period to guarantee the normal functioning of the prosecution in compliance with constitutional and legal obligations.

The heads of the prosecution' offices, the prosecutors and the judicial police officers who will be directly engaged throughout the process should demonstrate maximum professionalism and commitment in fulfilling their duties. It is crucial to evaluate seriously and timely any report or data  that affect the electoral process, through prompt and thorough investigations, to cooperate closely with all law enforcement agencies and to coordinate investigations with the Special Prosecution when necessary due to the subject matter competence.
We expect from all of you to immediately bring to justice anyone who, through illegal actions or omissions from those provided by the Criminal Code, will attempt or endanger the integrity of the electoral process. Any delay or procrastination in investigations is harmful and will not be tolerated.
The prosecution offices should take all measures to ensure full transparency in compliance with the law, in addition to the above. Albanian citizens expect from you to demonstrate courage and determination, performing the duty in full impartiality and independence, as guaranteed by the law and the constitution of the Republic of Albania. You will have the entire support of the General Prosecutor in fulfilling your duties and functions."
