The Prosecutor's Office at the Court of First Instance of the General Jurisdiction Shkodër, at the end of the investigation of criminal proceedings no. 04, initiated on 09.01.2023, sent the citizen E.D. to court, for the criminal offense "Voting more than once or without being identified", committed in collaboration, provided by article 327/a/1-25 of  the Criminal Code. In the same way, this prosecutor also sent to court the citizens of N.B., G.B., K.T., A.SH., A.M., R.M., D.Ll., accused ofthe criminal offense"Voting more than once or without identification", carried out in cooperation, provided by article 327/a/2-25 of the Criminal Code and citizens A.Y., and F.B., accused of having committed the criminal offense "Voting more than once or without being identified", provided by article 327/a/1 of the Criminal Code.

The offences were consumed in the partial local elections for mayor for several local government units on 06.03.2022.
From the investigations for this criminal proceeding, it has been proven that there are three cases of double voting. Citizen E.D. voted for himself and citizen B.Q., while citizens A.Y. and F.B. voted twice in two different centers as a voter in the first center and as a membere of the commission in the second center.

While the citizens of N.B., G.B., K.T., R.M., A.M., D.Ll. and A.Sh., have consumed the elements of the criminal offense of "Voting more than once or without being identified", in cooperation, provided by article 327 /a/2 e 25 of the Criminal Code, intentionally allowing the E.D. citizen to vote with the document of the B.Q. citizen.
From the objective side, the criminal offense was committed by the defendants with actions and omissions allowing people to vote more than once, voting by people without being identified, failure to keep the chosen documentation according to legal requirements, resulting in the violation and manipulation of the result of elections at the polling station.
