The new format for the selection of future prosecutors, it was conducted the testing


About 30 candidates for four vacancies for prosecutors in several judicial districts were part of the testing that is taking place today with (Wednesday, dt. 05.20.2015) the new procedure with two phases; The first phase is before the theoretical at the appropriate Testing Commission, which constitute on experienced prosecutors and lecturer at the School of Magistrates. While, the second phase is hearing, by the Prosecution Council, of the candidates who take enough points in theory test.

This procedure, which was approved by the Instruction no. 3, dt. 02.11.2015, "aims that the future prosecutors to be persons with high professional and personal skills, to be at the height needed to conduct full investigations, as well as to introduce with dignity the Prosecution Office in Court and in relation to third parties" said the General Prosecutor, Mr. Adriatik Llalla, in his speech before starting today's testing for vacancies in the Judicial District Prosecution Offices of Saranda, Gjirokastra, Vlora and Fier,

Mr. Llalla said that "this form of testing for prosecutors, which is for the first time, is more difficult than it has been so far. But, just as we are convinced of the fact that prosecutors, from today's proceedings and in following procedures, will have the capacity not only to represent the Prosecution Office in Court, but in the not too distant future may have also leading positions within the system".

Further, Mr. Llalla stressed the importance of selecting the best candidates to be the future prosecutors, recalling that this position has a great importance in public life. "Albanian Prosecution Office has already taken a leading role, namely it belongs, in the fight against corruption and organized crime. Public opinion and international partners believe that the institution of Prosecution Office has a key role in strengthening the rule of law and democracy in Albania. For these reasons, the institution of the Prosecution Office aims to strengthen its ranks of people who have high professional and moral capacity," said General Prosecutor.
Based on the Instruction "On the procedure of the competition for candidates for prosecutors who have worked as judges, prosecutors or judicial police officers", the competition is conducted in two stages:

- In writing, which is administered by the Examination Committee and;
- Hearing under the administration of the Council of Prosecution Office.
- Evaluation of the test (written and hearing) is the maximum 100 points
- Evaluation of the written test is the maximum 75 points
- Evaluation of the hearing is the maximum 25 points
The candidate is qualified to attend competitive procedure if, at the conclusion of the written test, received the minimum 45 points.
Written tests include;
- Two theoretical questions that test candidates' knowledge of the legislation, international agreements ratified in criminal and criminal procedure, as well as judicial practice;
- Two practical cases selected by the decisions of the Criminal College of the Supreme Court.

After the theoretical test, the qualified candidates of the first phase take place at hearing at the Prosecution Council, where this structure provides information on candidates' experiences, work experiences and their objectives.
In the previous proceedings, candidates for prosecutors were presented at the Prosecution Council, which gave its assessment based on personal file and work experience.
While the new format of recruitment of prosecutors aims to strengthen the rules and regulations, on bringing people, who best meet the legal requirements and ethical norms required for this function.
