As of 22 May 2025, General Jurisdiction Prosecution Offices have reported the following data concerning criminal offenses related to the electoral process.
•    A total of 107 criminal complaints have been registered for offenses under Articles 325, 326/a, 327, 328, 328/a, 328/b, 329, 329/a, 331/a, and 332/a of the Criminal Code.
•    The sources of notification regarding these offenses include: judicial police in 64 cases, SPAK in 17 cases, political parties in 9 cases, ex officio in 11 cases, and citizens in 6 cases.
•    The aforementioned complaints were registered as follows: 10 in Fier Prosecution Office, 5 in Saranda, and 4 in Durrës. Tirana accounted for 33 complaints, while Gjirokastra registered 3 cases. In Kukës, 4 cases were recorded, and Lezha followed with 8 cases. Dibra reported 17 complaints, Vlora 2, and Korça 4 cases. Shkodra registered 3, Elbasan had 12, and Berat with 2 complaints.
•    Of these complaints, 47 criminal proceedings have been registered for offenses under Articles 325, 326/a, 327, 328/a, 328/b, 329, 329/a, 331/a, and 332/a of the Criminal Code.
•    A total of 7 criminal proceedings have been registered with Fier Prosecution Office. These include 2 proceedings for the offense as provided for in Article 325 of the Criminal Code, 1 proceeding under Article 328/a, 1 under Article 328/a, paragraph 4, and 1 proceeding for the offense provided under Article 328. Gjirokastra Prosecution Office has registered 3 criminal proceedings for offenses under Articles 326/1 and 329/1 of the Criminal Code. Elbasan Prosecution Office has initiated 9 proceedings for offenses under Articles 328/a, 248, 332/a, 134/1, and 287/b of the Criminal Code.
Durrës Prosecution Office has registered 1 criminal proceeding for offenses as stipulated in Articles 328/a and 248 of the Criminal Code. Dibra Prosecution Office has initiated 7 proceedings for offenses provided under Articles 237/5 and 328/a, paragraph 4. Shkodra Prosecution Office has registered 2 proceedings for offenses under Articles 328/a and 328/b, followed by Saranda Prosecution Office with an equal number of 2 initiated proceedings under Articles 325 and 326/a of the Criminal Code. Kukës Prosecution Office registered 1 proceeding under Article 328/a of the Criminal Code. Korçë Prosecution Office initiated 2 proceedings for offenses under Articles 328/a, 329/2, 237, 89, and 25. Vlorë Prosecution Office recorded 1 proceeding under Article 328/a, while Lezhë Prosecution Office registered 3 proceedings related to Articles 327, 329, and 278. Meanwhile, Tiranë Prosecution Office registered 9 proceedings concerning Articles 325, 327/1, 328/a, and 329 of the Criminal Code.
•    The Prosecution Offices of Durrës, Lezhë, and Dibër referred 6 criminal complaints to SPAK based on subject matter jurisdiction, while the Prosecution Offices of Fier and Shkodër referred 2 criminal proceedings.
•    The authorities decided not to initiate proceedings for 16 of the registered criminal complaints: 8 from Tirana Prosecution Office, 2 from Kukës, 3 from Dibër, and 1 each from Sarandë, Fier, and Elbasan Prosecution Offices
•    Dibra Prosecution Office requested to bring 1 criminal proceeding registered under Articles 237/5 and 328/a, paragraph 4, to trial with one defendant, without a personal security measure. Meanwhile, Gjirokastra Prosecution Office took 1 criminal proceeding under Article 326/1 of the Criminal Code to the court with a request for dismissal. Additionally, Gjirokastra Prosecution Office has requested a summary trial for a criminal proceeding registered under Article 327/1.
•    Authorities arrested 7 individuals in flagrante delicto for election-related offenses: 4 by Tirana Prosecution Office, 1 each by Elbasan, Lezhë, and Fier Prosecution Offices.
•    Elbasan Prosecution Office issued detention orders for 4 persons.
•    The remaining complaints are currently under verification.
