At the request of the Prosecutor’s Office at the Court of First Instance Vlora, the First Instance Court of Vlora, imposed the property insurance measure "Preventive Sequestration", for a total area of 6000 m², located in the area of Livadh, Himara in the Vlora District.
The value of the seized property, according to calculations based on market prices, reaches the figure of 1,800,000 euros.
The Prosecutor's Office at the Court of First Instance of Vlora on 07.09.2021 registered criminal proceedings with no. 1300, for the criminal offenses "Abuse of duty", "Forgery of documents" and "Laundering the proceeds of a criminal offense or criminal activity", provided for by Articles 248, 186 and 287 of the Criminal Code.

The investigation showed that the property registered at the Vlora State Cadastre Agency (ASHK), in the mortgage Article No. 235, dated 01.09.2020, CZ.1952, Himara, was registered with forged documents in the name of the citizen K. Gj.

During the investigations carried out up to this stage of the investigation, on the basis of the acts administered as well as the act of technical-graphic expertise carried out by the Tirana Scientific Police Institute, it has been proven that the documentation of this practice that refers to properties registered in the Livadh area in Himarë, turned out to be forged.
From the investigative documents, it is proven that the suspect, the citizen K. Gj., a resident of Himarë, has forged the ownership documents, AMTP (Deed of Acquisition of Property), form no.6, as well as all the practice issued by the Vlora District Council, DAMT (Land Protection Management Directorate). The citizen K. Gj. first presented the falsified documents to the Himara Municipality, the Directorate of Management of Lands, Forests and Pastures, where he requested the registration of the plot called "Apelistra", with an area of 6000 m2.

On the basis of the acts administered so far, the Prosecutor’s Office at the Court of First Instance of Vlora submitted to the Court of the Judicial District of Vlora the request for the imposition of the coercive personal security measure, "Arrest in prison", provided for by Article 238 of the Criminal Code, for the citizen K.Gj.

Upon decision no. 448 dated 22/10/2022, the Court of Vlora Judicial District has accepted the request submitted by the Prosecutor’s Office at the Vlora First Instance Court, according to the above object. Likewise, in the function of this criminal proceeding, it has been requested from the Vlora First Instance Court, the imposition of the property security measure "Preventive Sequestration", related to the mortgage Article no. 235, dated 01.09.2020, CZ.1952, Himara with a surface of a total of 6000 m², located in the area of Livadh, Himara in the Vlora District.

Upon the decision no. 449 dated 22/10/2022, the Court of the Vlora Judicial District, has accepted the request submitted by the Prosecutor’s Office attached at the Vlora First Instance Court, imposing the property security measure of the preventive seizure for the property cited in the request submitted by the Vlora Prosecutor's Office.'
