Deputy Prosecutor General / Prosecutor Magistrate, Director of the Judicial Directorate at the General Prosecutor’s Office 
Mr. Arqilea Koça was elected Deputy General Prosecutor of the Republic of Albania in December 2025. He currently serves as Director of the Judicial Directorate at the General Prosecutor’s Office. Appointed to the Office of the General Prosecutor in 1994, he has contributed in all areas of the institution’s activity, holding leadership roles in various sectors and directorates.
Mr. Koça began his career in the Albanian Prosecution System in 1989 as a prosecutor at Korça Judicial District Prosecutor’s Office. He headed Devoll Judicial District Prosecutor’s Office until 1994, when he was appointed to the General Prosecutor’s Office.
Mr. Koça graduated in Law from the Faculty of Political and Legal Sciences at the University of Tirana (1985–1989), and later completed postgraduate studies and holds a Master’s degree.
He has served as an external lecturer at the Faculty of Law (University of Tirana), the Faculty of Law at “Luarasi” University, and the School of Magistrates, as well as an expert of continuous training at the latter.
Mr. Koça is the author of several monographs and manuals, mainly in the fields of human trafficking and cybercrime.
Throughout his career, he has completed a wide range of training programs and professional qualifications at important partner institutions, both domestically and internationally.
